The government is spending too much money building new roads.

Aside from the fact that the government doesn't spend any money on roads, very little of the roading revenue that Land Transport New Zealand allocates for capital works is used to build completely new roads. Almost all of this money is actually spent replacing antiquated sections of State Highways, particularly black routes, black spots and bottlenecks. In most cases these realignments are much shorter than the roads they replace and not as steep or windy, which is a victory for the environment.
