The previous 4 cents per litre petrol tax increase was introduced to pay for road improvements to reduce Auckland's traffic congestion.

When the government announced this tax increase it was made clear that it was mainly to provided funding for regional development, alternatives to roads and traffic policing. However, as the graph below reveals, the actual effect was to return funding to Auckland's roads that had been taken way in the previous two years to help fund the Waikato Expressway and public transport capital investments in Auckland.
