In fact the government's share of the petrol tax barely covers one-quarter of the amount the government spends on health and welfare because of air pollution and car crashes. In his statement the Minister of Transport is referring to the Surface Transport Costs and Charges study. This study identified these costs at 1.84 billion dollars a year, GST exclusive. The entire study excludes GST. The excluded GST on road user spending more than pays for these costs. Or is the Minister suggesting that there is rampant tax evasion amongst all the businesses that provide the services that make road use possible.
