New Zealand doesn't have the population to pay for world class roads and highways, especially with so many rivers and mountains to cross.

According to the OECD's International Road Traffic and Accident Database our population per kilometre of public roads is almost identical to Canada, Australia and the United States of America. These four countries all have between 40 and 50 people to pay for each kilometre of public roads and highways. Each of these countries has similar proportions of roads and highways built on plains, hills and mountains and similar lengths of bridges per 100 kilometres of roads. Britian has 80 people per km and Germany has 140.
